TITLE/ TITULO/ TITRE: ORGANIZATION/ ORGANIZACIÓN/ ORGANISATION: COUNTRY/ PAÍS/ PAYS: Fighting Global Inequality Jusos Germany LINE/ LÍNEA/ RESOLUTION/ RESOLUCIÓN/ RÉSOLUTION LIGNE: The people of the world are divided into classes. As we are in the tradition of the workers movements it is our goal to change that. We are a movement across borders. We fight against social inequality, irrespective of the kind of inequality within states or between states. Inequality is blocking complete emancipation of each individual. Our answer therefore needs to be: global policies of justice and international solidarity. These policies are central for us and cannot be replaced by any form of development cooperation. Development cooperation has changed over the last years away from the paternalistic and conservative way of charity towards a neoliberal form which just follows the rules of the markets and capitalistic exploitation. However, we perceive globalization as a chance for a world society based on solidarity. The “Global Village” should not be left to the temporary power structures. Moreover the discussion is hypocritical. Many of the structural disadvantages of the countries in the global south are a result of the colonial past. The financial backers, mainly former colonial powers, have not been brought to justice for the social, cultural and structural destruction of the societies. Reason is mainly the fear of reparation. Reparations would only have a symbolic meaning, since the harm and the consequences for the Colonized can never be made up for. However the recognition would be an important step and also relevant for the debate about development cooperation. In all places, where the colonial powers were active, they have committed crimes. A clear confession of guilt would not only have a meaning on an individual level. It would mean that the former colonial powers recognize that they have partly caused the problems, which the countries of the global south are facing today. Beside the reparations the debate should also focus on the structural level, on which the impacts of colonialism are still felt. The exploitation of natural resources but also of the people and the complete economic dependence of the colonized countries on the Global North are characteristics which are still seen in our temporary global economic system. The economic cooperations between countries of the Global South are still very little. The Global North is still profiting from the dependence and strengthens it with one-sided trade agreements. The foreign introduced education systems and content have negative impacts until today. Knowledge production still orientates a lot on the teaching content of the Global North, which have actually no relevance in the Global South. Instead we see expulsion and marginalization of indigenous languages and cultures – something which cannot be restored. These are just few reasons why development cooperation cannot be an act of charity but needs to be part of an integrative economic system and fundamental changes need to be adopted. The marginal financial resources which are given today, not even the self-imposed minimum of 0,7 % GDP is reached by most states, are by far not enough. At the same time development cooperation is often following the interests of national states, which are very hard to be broken. The Sustainable Development Goals (SDGs) also named Transforming our world: the 2030 Agenda for Sustainable Development adopted by the United Nations are a good start but need to be developed further. The new definition of UN-Development Goals are the result of a complex negotiation processes and we welcome the central concept of sustainable development which include the social and economic dimension of development additionally to the economic development. The challenge of climate change and its impact on sustainable development is one of the most important aspects. However this cannot be the end and the debate has to continue, since the neoliberal policies of the Global North, starting with the Washington Consensus and put forward within the G7/G8 and other global networks, contradict these goals. Sustainability often turns into individual interests of the Global North to lower the follow-up costs but not to solve problems for the relevant people in the Global South. A global agenda for justice needs therefore to be implemented by transnational institutions. Under the existing, but still insufficient transnational organizations, do we recognize the United Nations, after fundamental reforms, as the most reliable. We therefore demand: 1. The 17 goals of the SDGs are a necessary minimum to represent the complexity of sustainable development. They need to be strictly followed by all members of the UN. 2. The 1,25 $-limit should not be used as indicator anymore, not on European or UN-Level, und should be replaced by a more suitable set of indicators. In our opinion the relative definition of poverty is much more useful to find a suitable indicator 3. That the countries of the Global North need to be taken into responsibility. We therefore demand not only the fulfillment of the 0,7% -goal and a massive increase but also that the Global North recognizes the impacts of colonialism and the industrialization of the Global South. Out of this result the obligation for reparations which should not be limited to financial means, but should integrate all as many political areas as possible. This applies especially for foreign trade policies, foreign and security policies, industrial policies, agrarian and environmental policies.
