Systematic education on the drug issue for prison staff and employees and for convicts serving imprisonment sentences. Detection of the availability of drugs in detention and prison facilities. Establishment of a monitoring centre to keep track of drug addicts and create conditions for reducing the risk of infiltration of drugs into prison facilities. Provision of psychiatric care to drug addicts. Creation of conditions for the performance of court-imposed or voluntary alcohol or drug treatment for imprisoned persons, extension and improvement of the functioning of drug-free zones. 6 ECONOMY SECTOR FOR AP 2005-2008 11 priorities 1. Organisation of training activities enabling the sector’s staff to regularly meet with experts from the area of drug addiction as an integral part of education and training. 2. Increasing professional qualifications of the sector’s staff involved in the fight against drugs and improving co-operation with organisations focusing on the fight against drugs. Development of partnerships and cooperation with territorial self-government institutions and authorities. 3. Organisation of the “Young Designer 2005” national exhibition of products of students from secondary schools in the Slovak Republic. 4. Preparation of the content of the drug precursors act 5. Participation in the co-ordination of tasks associated with the NP at the international level, especially at the UN, EU and CE. 2. Permanent support for the development of regional co-operation carried out on the basis of the Prague Memorandum of Understanding between the Czech Republic, Hungary, Poland, Slovakia and Slovenia signed in 1995. 4. Co-ordination of the negotiations between experts from Slovakia and the UN Office on Drugs and Crime (UNODC) with the aim of presenting new forms of co-operation and implementation of projects in Slovakia with a view to the priorities of Slovakia’s foreign policy. 5. MINISTRY OF CULTURE • • • • • Priority: Activities of organisations directly administered by the Ministry of Culture Objective: Create suitable conditions for the organisation of leisure, training, educational, social, artistic and cultural activities for the general public in all organisations administered the Ministry of Culture provided to all social and age groups of the population, with emphasis on children and youth. The objective of this priority is to ensure further strengthening of the role of culture in the area of drug prevention through a variety of activities depending on the nature and specific characteristics of individual cultural institutions and improve the accessibility of culture, cultural infrastructure and access to cultural heritage in Slovakia. Responsible bodies: the National Education Centre and selected organisations directly administered by the Ministry of Culture Expected benefits: Greater use of leisure time of children and youth has clear and immediate benefits in the area of drug addiction prevention and the fight against drugs and, hence, in drug demand reduction. 10. MINISTRY OF AGRICULTURE Agroinstitute, Central Agricultural Inspection and Testing Institute 1. 2. 3. Drugs, their harmful effects on health and life, and prevention increase the level of knowledge of civil servants about the issue of drugs and drug addiction through a compulsory training programme for the Ministry’s employees. Drugs, health and safety at work, and other target groups Drugs and drug waste - to follow the programme for the cultivation of drug plants (poppy and cannabis) in Slovakia, which is carried out by the Central Agricultural Inspection and Testing Institute ( to eliminate the illicit cultivation and misuse of poppy and cannabis crops for the production of drugs by carrying out control activities with emphasis on the monitoring of areas used for the cultivation and production of poppy and cultivation of cannabis. 11. MINISTRY OF DEFENCE /3 1. 2. 3. 4. Prevent the development of drug addiction in the defence sector through systematic training for soldiers in compulsory service, professional soldiers and civil employees. Training and education for specialists on the detection of and dealing with cases of drug-related crime. Organisation of police and security operations focused on the use of drugs and alcohol, detection of drug crime and prevention of the penetration of drugs to the defence sector. Do not allow soldiers on compulsory service, professional soldiers, civil servants or other employees who are even sporadically abusing addictive substances (drugs) and excessively using alcohol to work in the defence sector. 12 MINISTRY OF TRANSPORT, POST AND TELECOM. Railway Security Police in cooperation with Police Forces and Community Police /3 1. Elimination of the impact of drug crime on the safety of the travelling public in passenger trains, at railway stations and other facilities in areas adjacent to railroads. 2. Eliminate the activities of persons involved in the distribution of drugs in the area of railroads and restrict drug traffickers’ contact with children and minors. 3. It was in form of Progress Report, consisting of 13 partial reports from individual State departments and from some reports of ambitious regional coordinators. / Regional Authorities were cancelled in October 2007./ The Report was set up by General secretariat of Board of Ministers, subsequently submitted to the Government and Parliament. Final /comprehensive evaluation of NPFD & AP was realised during 2008. An ad hoc WG was established, /15 members - 13 + 2 representing civil society/, and headed by senior officer of GS. The Final Report refered more or less on first two objectives, and almost one half of its text was taken from the NFP National Report for EMCDDA 2008 what can be considered as the evidence based information and recognition/acceptance of NFP mission and tasks. For the first time ever was the part of NFPD & AP 20052008 the evaluation of finances. Evaluation of finances spent on NPFD 2005-2008 Research,scie nce Supply reduction 70 60 50 40 30 20 10 0 Demand reduction Total costs spent on NPFD and AP were in total amount 53,901.720 € (1,623,843.217 SKK) 37.30% of the funds were spent in the area of reducing demand (treatment, resocialization, prevention) from the state budget for the monitored period; 2.40% of the funds were spent in the field of science and research, and 60.30% of the funds were spent in the area of reducing the supply (law enforcement, repression). Evaluation of NPFD & AP The efforts of the WG members resulted then in the design of two principal documents: “The Comprehensive Evaluation of the Fulfilment of the National Programme of Combating Drugs for the Period 2004 – 2008” and “The Draft National Anti-drug Strategy for the Period 2009 – 2012”. Both documents were discussed and approved by the SR Government through its Resolution No. 259 of April 1, 2009. The National Council of the SR adopted them in June 2009 by its Resolution No. 1496 of June 18, 2009. The third output was the The Proposal of the Method of Financing of the Anti-drug Policy for the Upcoming Period in Compliance with the EU Strategy and the National Anti-Drug Strategy for the Period 2009 – 2012 – Establishing of an Interministerial Programme Anti-drug Policy. The Office of SK Government will be the part of this Programme with special item to finance projects of drug activiies and programmes submitted by public sector. Evaluation of some segments of NPFD&AP from other sources 1. The Support for the implementation of the 2004 – 2008 National Programme for the Fight against Drugs in the Slovak Republic” was marked by the submission of the final report in April 2007. (Germany, Czech republic and SK.) to establish the position of “drug policy coordinator” in those ministries that do not yet have such a position, in order to create a flexible network and strengthen personnel capacity at a central level. This function has been assigned to the employees who are currently members of the inter-ministerial commission for the preparation of the new national strategy result financing through ministerial budgets, result strengthening of the role of NGOs in the creation of a stable financing system and quality standards to renew the position of regional coordinator at the regional self government, rather than in state administration at the regional level. partial result Research is being conducted for the application of qualified assistance at the level of selective prevention for young first-time offenders involved in drug crime. Project of the MLSAF SR and the Government Office of the SR which is co-financed from EU funds: “Improvement and Dissemination of the Re-socialization and Rehabilitation Care for Persons Dependent on Psychotropic Substances” (France, Finland and SK) was completed in December 2008. The Manual of the Quality Standards and Good Experience of Re-socialization Facilities in the SR was the most significant output. It became the foundation for the legislatively anchored change of the terms and conditions for the activities of the re-socialization centres (RC) defined in the amended Act No. 305/2005 Coll. with effect as of January 1, 009. result Evaluation of some segments of NPFD&AP from other sources 3. Evaluation of the Application of Selected Drug Sections of the Slovak Criminal Code - Impact Analysis Project. The following project partners participated from 2006 in the implementation of the research project,which was commisioned by the Open Society Foundation (NOS-OSF) – the Department of Social Work of the University of Matej Bell, the Department of Psychology of Palacký University in Olomouc (Czech Republic), the Faculty of Social and Economic Sciences of Comenius University in Bratislava and the NMCD. The project supervision was ensured by a team of specialists from the Czech Centre of Addictology of the Psychiatric Clinic of the First Medical Faculty and the General Faculty Hospital of Charles University in Prague, Czech Republic, who participated in implementing the analogical study in the Czech Republic (Impact Analysis Project). The scientific examination was ensured by experts from the Netherlands, Poland and the USA. Some of results • Act No. 583/2008 Coll. on the Prevention of Crime and Other Anti-social Activities set up again the position of Regional Coordinator for Drug Issues. 8 regional coordinators for crime prevention / incl. Drug crime were already installed in 2009. Installation of Drug regional coordinators is delayed - limited by the lack of funds due economy crisis. Reduction of drug demand Reduction of drug supply Coordination and cooperation International cooperation Information, research and evaluation New strategy and Framework AP 2009-2012 The priorities of the strategy entitled the “The National Anti-drug Strategy for the Period 2009-2012”: • • • • • Reduction of demand Reduction of supply Coordination and cooperation International cooperation Information, research and evaluation New strategy and Framework AP 2009-2012 a comprehensive approach based on the inimitability and equality of individual components of the anti-drug policy; a well-balanced, integrated and coordinated approach on all levels of society, the directness of prevention, and build-up the quality of the treatment, re-socialization and re-integration process of the individual, long-term strategies and the creation of space for the improvement of the quality of the assessment process and the development of initiatives and multi-sector dialogue, the design of effective measures aimed at limiting drug production and the growth of drug-related delinquency, the design of effective instruments to identify persons and groups living on the margin of society and to provide adequate care and assistance to these groups and instruments that prevent the spread of drug abuse-related diseases, HIV and hepatitis in particular.
