Who we are
The Newcastle upon Tyne Hospitals NHS Foundation Trust (NuTH) is one of the largest and
most successful teaching hospitals in England providing academically led acute, specialist
and community services locally to a large and diverse population across the North East and
Cumbria as well as nationally and internationally. The Trust consistently meets the Care
Quality Commission (CQC) ‘Essential Standards of Quality and Safety’ which recently
confirmed a rating following inspection of ‘Outstanding’.
The Trust operates across a number of locations including acute sites (Freeman Hospital,
Royal Victoria Infirmary, Campus for Ageing and Vitality and Centre for Life) and a number of
community sites. Redevelopment of these sites over the last few years has seen the
consolidation of core services onto two main hospital sites enabled by the Transforming
Newcastle Hospitals programme.
We provide one of the highest numbers of specialist services of any Trust in the UK and are
recognised nationally and internationally as a centre for healthcare excellence. This is
evidenced in the Cardiothoracic Centre, the only one in the UK to provide all complex
cardiopulmonary surgery, including heart and lung transplants for both children and adults.
Furthermore the Trust has the UK’s first Institute of Transplantation which is a one stop shop
model dedicated to all forms of solid organ transplant surgery.
We had a turnover of circa £971 million in 2014/15, contracting with thirteen CCGs, three
local authorities and NHS England for its main business. The Trust also delivers a range of
specialist services to other commissioners across the country via individual contract
arrangements.
One of the largest employers in the region, the Trust has around 13,500 staff across a
number of professions and staff groups. The Trust works closely with local providers of
education including Newcastle University and the University of Northumbria to offer high
quality education and training to ensure the workforce of the future.
The Trust has a strong culture of research and innovation with formal management
relationships with Newcastle University and the University of Northumbria in Newcastle. The
Trust is one of the top in the country for the quantity of research and recruitment to
commercial and non-commercial portfolio studies.
A core member of the North East and North Cumbria Academic Health Science Network
(NENC AHSN) and Northern Health Science Alliance (NHSA), we continue to attract health
science, innovation and commercial opportunities to the North East.
We are a Wave One, Genomic Medicine Centres as part of the 100,000 Genomes
Programme; we achieve our strategic aim to become a centre for excellence for genomics.
The partnership of the Northern Genetics Service, Newcastle University, Trust pathology
service and NewGene (a unique partnership to develop, validate and deliver molecular
diagnostics using the latest high throughput sequencing and genotyping technologies) will

ensure that the outputs of the programme are disseminated through research and translation
into clinical care.
Our strong history of joint working has led to a number of strategic partnerships across health
and social care with many of these relationships translating into integrated and multiagency
pathways of care for patients. The integration agenda is an opportunity to accelerate system
transformation and further develop and grow integrated pathways of care for patients.
We are an active member of the Shelford Group, a network of specialist teaching hospitals
which undertakes comparative work and addresses issues of common interest. This includes:

ABOUT THE TRUST
In-patient clinical services are based on two sites - the Royal Victoria Infirmary and the
Freeman Hospital. The Royal Victoria Infirmary site is the acute admitting site with the
Accident and Emergency services and associated Trauma Centre together with acute medical
services, maternity services and the Great North Children’s Hospital. The Freeman site is of
a more elective nature with surgical services, cardiothoracic services, transplantation, and the
Northern Centre for Cancer Care (NCCC).

This new, purpose-built facility brings together all aspects of transplantation under one roof.
Designed with the ‘patient journey’ in mind from start to finish, seamless and high quality care
is provided at all points of contact. This means that wherever possible patients are offered a
‘one stop shop’ approach so that they can access all the services they need in one location.
It houses an impressive range of ultramodern facilities and technology including:





4 ‘oversized’ high technology theatres allowing for more than one transplant operation
to take place at any one time.
22 bedded intensive care and high dependency facility designed to the very best of
international specifications.
30 bedded inpatient ward including 14 single en suite rooms.
Outpatient facilities and a state-of-the-art screening and imaging suite.
Research and development centre with associated lecture theatre and education
facilities enabling live links to transplant surgery.
All intensive care and high dependency patients at the Freeman Hospital are now housed in
the Institute, and heart and lung transplant patients are seen there in the Outpatient Suite.
Transplant TV is an online TV channel for medical professionals, patients, their families and
carers. It hosts films on a range of topics to share scientific and medical information, and
stories about transplantation. Based at the Freeman Hospital’s Institute of Transplantation,
the channel is run in partnership between Newcastle Hospitals, Newcastle University and Ten
Alps multimedia.
International Centre for Life:
The Northern Genetics Service and Newcastle Fertility Centre are based at the International
Centre for Life along with Newcastle University’s Institute of Genetic Medicine. Opened in

2000 it has brought together clinicians, scientists, industry and members of the public onto
one site.

Faculty of Medical Sciences, Newcastle University:
The Faculty, one of three in the University, includes Biosciences, Dentistry, Medical Sciences
Education Development and Psychology, in addition to the traditional medical disciplines.
It has focused its core research activity at the basic science/clinical interface into Research
Institutes that contain internationally strong research in ageing, genetics, cancer, health and
society, biosciences, cellular medicine and neurosciences.
Newcastle University is in the top 1% of universities in the world for its teaching and research
(QS World University Rankings 2014). Amongst our peers, it is ranked 8th in the UK for
Medical and Life Sciences research quality (REF 2014)
The 2014 Research Excellence Framework (REF) - the system for assessing the quality of
research in UK Universities – concluded that:

Newcastle’s Clinical Medicine is ranked 4th overall for research intensity, a reflection of
overall quality
Our Neuroscience, Psychiatry & Psychology overall research quality is ranked in the
top 10 in the UK and in the top 5 for research impact
Overall research quality of Newcastle’s Biological Sciences is ranked in the top 5 in the
UK and is the top university for its proportion of world leading publications (47%).
Across the whole of Newcastle’s Faculty of Medical Sciences, overall research quality
is ranked 8th among UK Medical Schools and top in England outside the “Golden
Triangle”
The Faculty has an excellent record in teaching, with Medicine coming top and 5 of the other
8 subject areas in its provision achieving higher than 90% satisfaction in the National Student
Survey.
Undergraduate teaching is organised in four ‘streams’ – medicine, dentistry, psychology and
biosciences, with a total undergraduate population of over 3000. Dentistry, Psychology and
Bioscience degrees are administered by the Schools of Dental Sciences, Psychology and
Biomedical Sciences respectively, while the undergraduate medical programme is
administered at Faculty level.
The Graduate School currently has over 800 postgraduate students registered for both taught
and research degrees.
The Faculty has benefited from a significant period of capital refurbishment, funded largely
through the Science Research Infrastructure Fund (SRIF) and University investment. In
addition, successful bids to Wellcome, the Department of Health and One North East (the
Regional Development Agency) have resulted in strategic capital developments at the
Campus for Ageing and Vitality.
The Faculty is also a key player in the development of Newcastle Science City. The
Newcastle Science City initiative (http://www.newcastlesciencecity.com/) aims to establish
North East England as one of the world’s premier locations for the integration of science,

business and economic development, and to break down barriers between science and the
wider regional community for the benefit of all.
The project targets commercialisation of research in four key areas: Stem Cells and

Together with the region’s largest mental health trust, Northumberland, Tyne and Wear NHS
Foundation Trust, the Trust and the Faculty have formed a strategic partnership – Newcastle
Academic Health Partners – which benefits from key synergies between the three
organisations, acting essentially as an Academic Health Science Allegiance. This is overseen
by an Executive which includes the Chief Executive, Medical Director, Chief Operating
Officer, R&D Director, Faculty Pro Vice Chancellor and Dean of Clinical Medicine. It is
responsible for the continuing development of the NIHR Biomedical Research Centre and has
a Joint Research Executive, Joint Business Executive and Joint Education Executive. There

ABOUT THE AREA
Newcastle upon Tyne is the city and regional capital for a population of c2.5 million people
across North East England.
Newcastle is a great city, once in the forefront of 19 th century industrial innovation and now at
the forefront of technical innovation, leisure and culture. It has a deserved reputation for
being one of the friendliest and liveliest cities in Europe. In recent years Newcastle has been
transformed into one of the most cosmopolitan cities in the country. You can see the
evidence everywhere from the restored buildings in Grainger Town to the regenerated
Quayside area. With 2,000 years of fascinating history, the city has fabulous classical
Georgian architecture in sweeping streets, wonderful restaurants and cafes, traditional pubs
and contemporary bars, along with live music and theatre.
National surveys often suggest that people in the north east enjoy a better quality of life than
anywhere else in England. The region has beautiful countryside, friendly people and a low
cost of living. Accommodation varies from central city and riverside, through suburban to the
urban periphery, stretching into the counties of Northumberland and Durham.
Newcastle lies on the East Coast Mainline rail service, with regular services through to
London. In addition the Metro light-rail service connects to stations throughout Tyne and
Wear. The A1(M) runs close by, with links to the national motorway network. Newcastle is

INTRODUCTION TO THE DIRECTORATE

Efficient and cost-effective use of NHS resources
Introduction:
Newcastle Eye Centre is one of the largest Eye Departments in the UK, with over 250 staff in
total, including 23 consultant ophthalmologists. Over 100,000 outpatients are seen per year,
with a further 20,000 seen in the Eye Emergency Department. Over 11,000 day case and
inpatient surgical procedures are performed annually, around 8000 of which are cataract
operations. The department provides all major ophthalmology subspecialties.
NEC serves an extensive patient population within the North East of England, receiving
referrals not only from Newcastle itself, but also from Northumberland, North Tyneside,
Gateshead, South Tyneside, County Durham and beyond. Outreach clinics are delivered at
10 locations, and some specialist clinics are delivered in the CRESTA (Clinics for Research
and Service in Themed Assessments) facility on the Campus for Ageing and Vitality. NEC is
a tertiary referral centre for other hospitals throughout the Northern Region.
NEC occupies 3 floors of the Claremont Wing on the Royal Victoria Infirmary site.

The ground floor houses a large Outpatient Department (including a separate Children’s Eye
Clinic and Orthoptic Department), Laser and Ultrasound Suite, Ophthalmic
Photography/Imaging Department, Eye Emergency Department, Optometry
Department (including Visual Fields, Contact Lens and Low Vision Clinics) and Eye Clinic
Liaison team.
The first floor has an in-patient ward and a separate day case ward with dedicated preassessment area. There is also a separate administration suite on this floor which would be
the post holder’s base.
The top floor the department holds a suite of five operating theatres, a Seminar Room and an
EyeSi cataract and retinal surgery simulator.
Paediatric ophthalmic surgery takes place in the theatres of the adjacent Great North
Children’s Hospital.

SUBSPECIALTY SERVICES:
Paediatric Ophthalmology
NEC delivers over 8000 paediatric outpatient consultations per year and over 600 surgical
procedures. Inpatient consultation is also provided for the Great North Children’s Hospital,
and for screening for Retinopathy of Prematurity within the GNCH and other local neonatal
units.
Community services are provided through primary vision screening of 4-5 year old
schoolchildren, and secondary screening of children with suspected squint (strabismus) and
other vision problems.
Outpatient services are provided in the Childrens Eye Clinic and Orthoptic Department in the
main Ophthalmology Outpatient Department. Children are seen in 5 dedicated consultant led
clinics per week, supported by orthoptists and optometrists, and in additional orthoptic led
screening and follow up clinics.
The workload is split between referrals from general practitioners and community vision
screening, and tertiary referrals from paediatricians and other ophthalmologists in the region.
Facilities are available for comprehensive diagnostic investigation of childhood visual
Impairment, including ocular electrodiagnosis and imaging. There are close working

relationships with paediatric neurology, the regional genetics service and other relevant
specialities in the GNCH.
Specialist clinics are run for Paediatric Glaucoma, Paediatric Uveitis, Visual Development and
Transition from paediatric to adult care. The Paediatric Uveitis Clinic is run jointly with the
Paediatric Rheumatology team, and the Visual Development clinic takes place in the Child
Development Centre at the GNCH jointly with the Developmental Paediatric team.
Day Case and In Patient facilities are provided through the GNCH, and Paediatric Ophthalmic
Surgery takes place in the paediatric operating theatres of the GNCH, supported by dedicated
paediatric staff.
Glaucoma
The Glaucoma service is run by a team consisting of 3 Consultants, a specialist glaucoma
optometrist, specialist registrars, nurse specialists, optometrists and Trust grade doctors. We
are a large unit with a variety of clinic types, some are consultant led, some optometrist or
nurse led, and some integrated. We have a well-equipped photography department providing
disc and anterior segment OCT for glaucoma patients, and the imaging is networked. UBM is
also available. Penetrating and non-penetrating glaucoma surgery is performed, and SLT and
cyclodiode laser is available.
Medical Retina
The Medical Retina service provides investigation and treatment for macular degeneration,
diabetic retinopathy, retino-vascular conditions, retinal genetic conditions and uveitis. The
service receives referrals from the region and further afield for second opinions and
investigation. Available imaging modalities include HRA, FFA and ICG, Zeiss FFA/colour,
OCT, OCT angiography, and wide field imaging with two Optos cameras. Imaging only
diabetic clinics are established and injection clinics in peripheral clinics with the use of mobile
OCT to allow expansion of the service with increasing treatment provision. The imaging is
networked with a web-based OIS system. Involvement in clinical trials is well established and
being further expanded with additional ophthalmic equipment being placed in the hospitals
purpose built clinical research facility. Other equipment includes two Pascal retinal lasers,
PDT laser, indirect laser, anterior segment OCT, anterior and posterior segment ultrasound
and a Retcam. The full range of electrodiagnostic tests are available including multifocal ERG
and there are close links with the Centre for Life, an internationally recognised centre for

genetics and stem cell research, which enables genetic testing where possible. Staffing
includes 5 medical retina consultants, one of whome leads on community diabetic screening;
2 medical ophthalmologists; an associate specialist; 4 fellows, an SPR and 4 Medical Retina
Nurse Specialists, along with excellent support from Medical physicists, a specialist
ophthalmic genetic nurse and qualified photographers.
We have close links with community diabetic retinal screening ensuring we are involved in
early detection and rapid and timely treatment of diabetic retinopathy.
The fellow posts are recognised for training by the Royal College of Ophthalmologists.
Optometrists and specialist nurses are also involved in the clinics. Teaching is provided for
trainee ophthalmologists, optometrists and medical students.
Vitreoretinal Surgery
The vitreoretinal (VR) surgery team consists of 2 consultant VR surgeons and a senior trainee
VR Surgeon (either an externally-recruited Fellow or a specialty registrar doing a Trainee
Selected Component), along with 2 specialty registrars doing a 6-month attachment. We
undertake all standard forms of VR surgery including retinal detachments (both external
explants and vitrectomy procedures), macular holes, epiretinal membranes, diabetic
vitrectomies and trauma. Results are audited on an ongoing basis; we have recently joined
the BEAVRS retinal detachment database to log our procedures and results and compare
with external benchmarks. The team accepts all cases presenting to the department who
need VR advice with or without surgery. The 2 consultants provide 1:2 cover during weekdays
and share a cooperative rota with a neighbouring eye unit for urgent cases presenting at
weekends. We have excellent vitrectomy equipment allowing us regularly to perform 23gauge transconjunctival vitrectomy, indirect viewing with the EIBOS system on the
microscope and an LED light source for optimum internal fibreoptic illumination.
Medical Ophthalmology (inc Uveitis)
The Eye Department was one of the first in the UK to offer comprehensive registrar training in
Medical Ophthalmology in 1997, and it remains one of only six centres in the UK to do so,

genetics, neuro-ophthalmology, electrophysiology, and thyroid eye disease.
The Uveitis Service is run by Mr R Pandit and Dr W Innes, Consultant Medical
Ophthalmologists. It is a highly responsive service meeting the diagnostic and management

challenges often encountered in patients with sight-threatening uveitis. The service benefits
from excellent ocular imaging and electrophysiology facilities. Very strong links exist with
medical departments involved with the care of patients whose condition requires a multidisciplinary approach, including Infectious Diseases, Microbiology & Virology, Rheumatology,
Immunology, Neurology, and Respiratory Medicine. Conventional immunosuppressive
therapies are carried out “in-house”, and we benefit from excellent links with Rheumatology
for those patients requiring “biologic” immunomodulatory therapy. We have been successful
in attracting tertiary referrals from throughout the North East & Cumbria for the management
of patients with complex uveitis.
Neuro-Ophthalmology
The Neuro-ophthalmology service is one of the largest, busiest and longest-running in the UK
with 3 consultants and a Senior Lecturer. We are a tertiary referral service taking referrals and
seeing second opinions from all over the North of England. We run subspecialty clinics in
neuro-ophthalmology, neuro-motility, neuro-genetics and botulinum toxin treatment. We have
very close links with our colleagues in neurology, neurosurgery, endocrinology and
rheumatology with defined patient pathways for many of the common conditions we see.
Cornea and External Eye
The cornea and external eye disease service is provided by Professor F. C. Figueiredo and
Miss Z. K. Johnson. The full range of medical and surgical treatments is offered, including
DSAEK, DALK and INTACS. There is a dedicated dry eye assessment clinic, and close links
with rheumatology and oral medicine. Diagnostic equipment includes specular and confocal
microscopy and anterior segment OCT and UBM, as well as topography and Orbscan
machines In addition Prof Figueiredo is involved in research on ex vivo limbal and oral
mucosa stem cell grafts for reconstruction of the ocular surface.
Oculoplastics
The oculoplastic service is run by 4 consultants who all run specialist clinics at RVI including
multidisciplinary clinics where appropriate. Between them they split the subspecialty work
further with clinics in: Lacrimal (Mr Barnes and Mr Lau); Orbits (Mr Lau and Miss Clarke);
Sockets (Mr Barnes, Miss Clarke); Thyroid eye disease (Mr Lau and Miss Clarke plus
endocrinologists Prof Pearce and Dr Perros, and an endocrine Nurse Specialist) and

Periocular tumours (Mr Barnes, Miss Clarke and Mr Narayanan plus Mohs’ surgeons Dr
Lawrence, Dr Oliphant and Dr Langtry).
Several of these subspecialties enjoy excellent national and international reputations for
patient management, teaching and research, and two members of the team are heavily
involved with the European Group on Graves Orbitopathy (EUGOGO). There is a dedicated
oculoplastics theatre and close surgical liaison with other disciplines within the trust as well as
with the ocularist service. Together with paediatric ophthalmological colleagues, this allows us
to offer management to all types of adnexal pathology with the exception of some complex
craniofacial conditions.
Training and research
The department is well-recognised nationally for surgical training. We have an Eye-Si cataract
surgical simulator and wet-lab which are used by trainees throughout the region.
Research is an integral part of our work within the Department and involves commercial and
non-commercial projects. The department is currently ranked first for LCRN recruitment in the
Region. Participation in research is encouraged among all grades of staff.

Duties and Responsibilities:
The postholder will provide support to the paediatric ophthalmology service, including

Salary:
The current salary applicable to this post is £30,302 to
£47,647 per annum.*
In addition, a supplement will be paid for agreed hours of
duty within the working pattern as per HSC 2000/031
‘Modernising Pay and Contracts for Hospital Doctors and
Dentists in training’.*
*These are the current Terms & Conditions of Service,
which are subject to review and likely to change as a result
of national negotiations.
Holiday:
SHO equivalent posts – 5 weeks per annum plus 8 public
holidays and 2 statutory holidays or days in lieu thereof.
SpR equivalent posts - 6 weeks per annum plus 8 public
holidays and 2 statutory holidays or days in lieu thereof.
Part time staff and/or staff on fixed term contracts of less
than a year, will receive a pro rata entitlement.
Occupational Sick Pay:
No payment under the Trust’s contractual sick pay scheme
will be made to an employee new to the NHS or with a

have been continuously employed for a period of 26 weeks
or have successfully completed their probationary period.
